Probably those who either aren't intimate with background, or haven't had any exposure to it since the days of William King. After all, the early Space Wolves novels call the Thousand Sons a Chapter. Heck, the third one has Maddox telling Ragnar that in his days, a Chapter was huge.

 

The terminology has changed, that's all. But it honestly isn't all that much different from GW printed the CSM Codex and the Codex Eye of Terror saying that Renegade Chapters such as the Sons of Malice and Violators as being Chaos Legions.

 

It's somewhat obvious that GW Main considers the terms to be interchangeable, and has for sometime despite our insistence to the contrary.

 

But if I had to guess, this specific instance was that they are trying to encourage people to buy it just to expand their 40K armies as well, and so used the word "Chapter" to instantly put them in that mindset. I know that's what I was expecting to see when I saw the headline. As to why they didn't clarify, who knows. Then again, it might just be yet another typo. Sort of like the one where a Crimson Fist Captain transformed into a Howling Griffon in Phalanx.

You don't have to play as Ultramarines or Word Bearers as long as you play your favorite chapter...

 

...such as the Osseus Throne, Graven Star, Nemesis, Sons of Orar, or the Unspeaking chapters ;)

 

 

It's kind of like Ford's quote - "you can have any color you want, as long as it's black" lol
