Guilliman re-instated the Librarius following the betrayal at Calth so one wouldn't look out of place in a loyalists army.

 

Sevrin Loth, with minimal conversion (changing the arms and backpack), makes a perfect MKIV Librarian for use in a Heresy army.

The Lion also reinstated them.

Wolves never stopped.

Scars never really stopped...

From the few HH books I've read I rather doubt if the Lion ever stopped using his librarians. I mean he was perhaps one of the two or three primarchs with prior knowledge of chaos even.

Do any of the books show when the big G reinstalls his librarians?

Oh yes you are right my bad. Unremembered Empire he has an active Librarius.

 

I'm glad there is flexibility among the community so I can take a Librarian. I enjoy them and I don't want people to think I'm power gaming ;)

My biggest issue with librarians is cost I'm paying 50 points for a micro captain then an additional 35 for consul and as I read from the red books 50 for mastery level 2 so base 135 for a librarian with no other upgrades. However I will agree it's perfectly fluffy to field one in loyalist lists excepting maybe imperial fists cause Dorn put his all into a closet

The biggest downside to the Librarian is that they can't be a mandatory HQ, which I don't agree with.

 

I can see a Primus Medicae might not be the leading commander, but a Centurion who happens to be a psyker?

Technically they are all centurions, even the Moritat. But like the Moritat, the Praevian, Primus Medicae, Librarian, and Master of Signals all have a battlefield role that is so hyper specific that it has the potential to negatively impact their ability to command a legion force.

 

• Master of Signals - Acting as a relay between orbital, aerial, and ground elements of a legion force so the commander can focus on his piece of the puzzle and call upon support if needed.

 

• Moritat - Astartes Assassin. Pretty clear why he's a support officer.

 

• Praevian - Controlling a cadre of robots in a close assault support role, likely cannot devote the focus and time required to direct the force as a whole

 

• Librarius - A force multiplier due to psychic powers, however he is a danger to himself and those around him via the perils of the warp. Additionally every bit of fluff EVER has shown how taxing psychic powers are on the user, even an Astartes. Someone like that is massive tactical liability when you need a functioning command structure.
