How would hh have played if released during 2nd 40k?

If I recall correctly 2nd edition still had weapons such as the Graviton Gun, Conversion Beamer, no Volkite as I recall but they did have webguns, needlers etc. Although I think fluffwise Assault Cannon, Cyclone and several more modern weapons were post heresy... 

There is a Volkite Caliver in Gorkamorka, in the Muties list (Gorkamorka rules obviously being compatible with the basic 2nd edition rules with only a bit of tinkering).

 

I did start looking at the 2nd edition rules (still, in my opinion, the finest set of rules for my little plastic men) and how to adapt them to a Heresy setting. I've tended to find that most units can be covered by simply tweaking wargear options (in some cases adding wargear cards) to units:

 

Cataphractii use basic Chaos Terminator stats, but each adds a refractor field.

White Scars bikers use the Ravenwing abilities and costs.

Seekers are able to infiltrate and each have seeking ammunition (and sometimes Cameleoline).

 

Most of the "elite" units can be covered by using basic marine (or, more usually, veteran) stats and playing around with the wargear options. Bearing in mind the fluff reason the most of these items are now special issue only is their loss since the Heresy, it seems wholly reasonable they would have been available en masse (as clearly shown in the ruleset) during this period.

 

They don't always follow the exact way the units work in the Forgeworld books, but they give the same general impression. As long as you try and play a fluffy army (ah, the days of Wolf Guard with assault cannons and cyclone missile launchers...) rather than just using specialist units, it tends to work out fairly well, albeit, as Noserenda points out, a week bit sluggish.
