And then you say oh look my mastodon can take out flyers, can your grav? Oh no wait it can't say hello to some sun fury bombs from my supporting lightning.

Though in all seriousness, You'd need to waste how many slots to get enough grav to attempt to one shot this?

Every  Unit beats every other unit in a vacuum so im not gonna get into that argument

All I  will say is that if your paying to fill a Mastadon  with a Primarch and a body guard or whatever else yer planning to put in it  then   you are handicapping yourself  by sinking a  ton of points into one thing  you cant sit there wit a straight face and tell me a 700 point transport is the sort of thing that you find playable ?   

And as far as how I would deal wth it ,  Knights , I would walk my knights up to it and crush it into a tin can   

That's the thing though, at minimum 4500 point game (using detachment where you can take two LoWs) you could just as easily come face to face with a Warhound firing 4Ds at you, accompanied by a Typhon. The Onslaught still runs by the 25% LoW restriction, correct?

 

Now, if it was a dedicated transport for a Primarch I could conceivably take this in a 3k game, and run a balanced themed army, with the Mastodon taking the place of my various dedicated transports...

If you regularly play games against opponents who use walls, they are the best super-heavy option available because they don't hinder movement through a breach with difficult terrain, and if they are destroyed the breach becomes difficult terrain instead of returning to impassable.

 

If you and your opponent only play games with ruins as terrain, you don't really need one. Which is both thematic and points savvy. If you do play a lot of siege games, you'll make your opponent cry when you bust his wall bunker or gate guarding an objective that is pretty much impassable to anything but air assault.

 

It's fairly clearly FW intended this to be used like the Gorgon. A heavy transport for siege games.

 

As a non sequitur, almost every type of force organization chart FW has includes the options for a fortification detachment, which can be made of a fortification network if you wanna spend the points. Since the length of fortress walls are not specified in their unit entry, for a thousand points in a 3000 point game a play can quite literally wall off their entire deployment zone and hide a heavy hitting 2000 point army behind it. You will spend multiple turns having to disable built in void shields and stripping away hull points before you can even think of contesting an objective unless you bring a Angels Wrath, Orbital Assault, etc. army.
