How Does the Inquisition Find Jokaero?

Seriously, though, I don't know. But I wouldn't put it past the GW writers to actually have something like that iconic scene from E.T. in mind when they wrote that line of the codex as a subtle bit of humour.

As far as I'm aware they don't have much written on them. I remember reading a relatively throw away line about them being one of the few xenos species tolerated by the Imperium, possibly under the guises/protection of the Inquisition who benefit from their talents.

 

As to luring, the space orangutans are somewhat fickle and motivated by their own desires and ideas (as reflected by their rules somewhat). I assumed this meant they tempted them with the opportunity to see and tinker with new technology or some such. As ever with the Inquisition there's no set rules on exactly how something happens, just shades of grey...

Lexicanum has a fascinating article on Jokaero that, if the sources are to be believed, draws alot from the old Rogue Trader rulebook where they first appeared.

According to that, Jokaero travel in family groups, and aren't above raiding and attacking targets to acquire the technology they seek. This gives rise to a couple ideas how they might be "lured": an Inquisitor might trap one during a jokaero raid as one does an animal and later train it to obey; an Inquisitor might entice it with a piece of tech; or even stage and set-up the raid in the first place to capture whole family...

 

The article cites contradictory sources on whether or not Jokaero have language and can be communicated with at all...so however the INQ "lured" the space ape into his/her retinue, it probably didn't involve a negotiated contract or exchange of skills for service.

 

(That article is full of cool nuggets, e.g., jokaero being as tech-intuitive as Orks, because both are creations of the Old Ones!)
