The Tribune doesn't get any new special rules though, and his gear is simply adjusted to represent what's on the model. If you were to 'build' him yourself as per the army list, you'd just select a Praetor, then upgrade him with Tartaros armour with combi-bolter, digital lasers, a master-crafted paragon blade and an iron halo. Then he loses out on the combi-bolter (leaving him with no ranged weapon) and you deduct the cost of a standard assault legionnaire from the points total to figure out the Tribune's cost. Et voila. So, if you want a pre-build Praetor who has no ranged weapons you can save some points by using the Tribune. Nothing more to it. You simply notice by how much cheaper the Tribune is when following the summary of individual item point costs I pointed out in my original post. I thought when you said you deduct the point cost of X that you pulled that from some existing convention of list building, rather than simply noting the difference in point cost between the Tirbune and a similarly equiped Praetor. So the tribune is in fact a point discounted praetor at the expense of his ranged weapon. It has been prominently stated, that the 40k Datasheets were created by a GW store staff member and shared with a few local GW shopfronts. They are NOT from GW proper and aren't "Official Rules" . There is no design team input nor are they in any way official. Imo, a great way to run a Praetor.
