Resin Bases Sell Sites...specifically 32mm

Secret weapon miniatures also sells 32mm bases

A word of caution, hopefully not too late: I bought 32mm conversion rings from Secret Weapon Miniatures, and was disappointed with the quality -- they didn't fit 25mm bases properly, and also had a very rough finish that required a lot of sanding.  Maybe their complete 32mm bases are better -- but be sure and see a picture of the resin cast final products and not just a render of the 3D sculpt.  Buyer beware.

I wound up carefully cutting my Marines off their old 25mm bases and re-basing on Citadel brand 32mm bases.

I would recommend Dragonforge without hesitation as well - the best quality resin bases I've ever had.

If you want to convert some 25mm bases into the 32mm size, Eccentric Miniatures sells plastic adaptors which can be glued on and smoothed down when dry. Of course, you still have to add more texture to the top of the base to fill it to the edges, so I don't personally see this as much of a time-saver unless you like the "framed" look.

If you are willing to consider 30mm bases instead of 32mm, there are absolutely tons of manufacturers who base resin bases for the Warmachine and Malifaux markets - they are round-shouldered rather then bevel-edged, but they still look great with Marines on them, and I cannot see any situation (even some ridiculous tournament) where 30mm instead of 32mm would be a genuine issue.

Finally, I have three more options for you:

1) Use the new GW Sector Imperialis bases. These are decent value and the correct size. The detail quality on these is pretty soft though, so be warned!

2) Have 32mm bases laser cut with a design of your choice. Something like these maybe.

3) Get a 32mm base blank and do something really fast - putting some putty onto the base and push-moulding it with a texture stamp (example) or getting a 1 1/4" craft punch and punching a textured plasticard sheet to stick on top.

Personally, I would go with the circle punch and plasticard. Why? Because it's easy to adapt to any other base sizes/shapes in your army, and because every base you make can be potentially made unique if you want (or not, your choice). It's also very cheap, and it's very fast (plus you already have the bases as they come with the models... why buy them again?). You can even use a few different plasticard designs for variety, even mix-and-matching the types on individual bases if you want. Finally, it keeps the base profiles low, and it's easy to mount the models on the bases because there's no issues with the models' big feet not sitting properly flush on the bases.
