Would a primarch only be allowed to lead the single chapter (post heresy)The Fall of Caliban happened before the splitting of the legions so the Lion was not there for the split. He was recovering in that secret chamber of the Rock. I know Guilliman, Dorn and Russ were all alive at the time of the split.
