Transparent paint medium

Let's say you have something you want to try as a pigment, but you need a transparent paint to carry it. Buy not a varnish...

 

Just like a regular water based acrylic transparent.

 

Does such a thing exist? If not what are my best alternatives...

 

I have a sample in my possession of a luminescent material with a sickly green color that glows pretty well in low light and dark conditions... but it's a powder... Oh and fun fact it can be mixed with some glues but instantaneously hardens superglue...

Any acrylic medium (not varnish) should work, you should be able to get medium as matte, semi-gloss or gloss medium and in multiple brands (for example: Liquitex, Winsor & Newton) from local art supply, or possibly even hobby supply, stores. You can also look at additives to it just like you would any paint, you may benefit from adding an iridescent sheen with some metallic medium, or flow improver, etc. I would experiment, try things like glazing medium or even a gel medium to see what cool effects you might be able to build up with your luminescent powder.
