Cults and Militia Ideas

Hey everyone! Just looking for some help on two ideas I am debating on for my Cults and Militia force to help augment my Emperor's Children.

First idea is the Isstvanians from Isstvan III. I really loved the idea of the basic humans who were slaughtered brutally by the Astartes in the name of Heresy. Specifically there 'sonic' like weaponry and Warsigners.

Second idea is more of a cult idea but looking for some semblance of order still. Akin to the idea of Genestelar Cult warriors that have more Cadian than alien to them but in this case leaning heavily on Slaanesh. References are the militia that was on Moloch that supported the Knight House there. Model wise for this I was thinking Victorian Guard from Victorian Miniatures (http://victoriaminiatures.highwire.com/products/victorian-guard?pagesize=12) but I can't seem to come up with a Slaanesh tone.

I am horrible at being imaginative....that is why I am here asking for help. Appreciate it.

I find myself attracted to two very different ideas when I think up auxiliaries for my legions.

One: Are they military/militia trained units? If so, are they former imperials, or other humans who have joined up with the legion? If they're former imperials, then they're going to basically look like any of the countless army units in the crusade, and it'll be mostly down to adding colors or modeling options to show how far into the rabbit hole they are. If they're non-imperial, then you can pretty much go anywhere with it. Example of these: my Slaaneshi EC auxiliaries are the Vostroyans with very few changes, mostly just having some added cloth sashes or kit in EC purple as campaign markings. My Khornate Guard are literally just red guard

Two: Are they a true cult instead of a military unit. My Khornate cult are Empire Flagellant based, representing a cult of opportunity for Khorne. They're basically just crazed nutters in robes looking to kill stuff. They look completely unlike Khorne worshippers, which I think adds to the insidious nature of the Chaos cults. Nurgle cultists which I didn't ever get far with were Skaven plague priests sans tails and rat stuff. Little hunched over robed things. And who can forget just good old mutants!

Hopefully this helps. If not, it got me to reactivate my 11 year old account, so thanks!

I think the issue with using Victorian guard is the sense of order and discipline evoke by anything imitating 19th century Britons, pretty alien to the idea of a bunch of hedonists. As to Isstvanians, the issue there is that they were annihilated to the last man, and their sonic technology would be hard to represent with the Cults and Militia rules. When I think of Slaaneshi troops I think flowing silks, similar to how the Nurthene are portrayed in Legion. Wildwood Rangers with Victoria Minis respirator heads and weapon arms would look cool, with the scales in bone and the robes in pastel pink. They could be played with a grenadier list using the alchem jackers and feral warriors provenances, so they would play like frothing lunatics, especially if you give them tainted weapons. Background wise you could make them feudal world troops who either were already a bit chaosy (and nobody noticed because the 30K Imperium makes a hobby of ignoring chaos) or fell to chaos with their masters.

Another idea entirely unrelated, but one I would love to see, is a list using the army of dark compliance rules, so you can fill out your troops with marines, then max out elite slots on ogryns led by a rogue psyker for an abhuman horde.

Have you thought about modelling your Militia as EC Chapter Serfs and Aspirants? For Provenances you could take Survivors and Chem Jackers. Model-wise, the Praetorians would work fine for Serfs (i.e. regular militia) as long as you find some sort of crazed looking heads and maybe put some stains on their uniforms. For the Aspirants (Grenadiers) you could use the SM scouts from 40k, and Ogryn could be "failed" Aspirants with some clever use if extra Power armor bits, since uncontrolled muscle growth is a known risk of the conversion process. Then just paint up the vehicles in your Chapter colors with whatever bits you want to throw on. Extra points for liberal use of medics.

Appreciate all the ideas. I was looking to go less chaotic as my EC are kind of grudgingly turned Traitor and not so quickly descending to hedonists. (Wasn't at Isstvan)

Any ideas of some like regal, flamboyant army...thinking Fantasy Empire with fluffy sleeves and stuff with a bit or armor...
