It is the intention of Forgeworld that all allegiances are possible for all the Legions. There were so many legion detachments scattered to the 4 winds at the time of the Heresy, some with different history and ultimately loyalties. Some Companies could have operated on the other side of the Galaxy when their primarch was found, and never got to rejoin with them, making their time in the early crusade spent under the command under Horus the depest sense of loyalty they have. They have witnessed his magnificence, but have not seen the fall. Otherwise did FW mention a couple of potential traitors in their books like the renegade wolves. Others like the Nemeans forces were declared to be blackshields but establishing an own realm of government is not quite being loyal to me. However we do things that make traitors pause and we aren't to fond of the restrictions on tech usage and a large portion of the remains of the legion just ignore them post istavaan. Because that would include a lot of blackshields. Or does traitor mean they are part of the traitor Legions and loyal to Horus. Because I'm not entirely sure that everybody from the traitor Legions is loyal to Horus (Night Lords, for example). If we're taking not loyal to the Emperor, then we probably have examples from every loyalist Legion.
