Building the XVth - Where to start?

As the title says, how does one start building a XV Legion force?

I am currently sitting on 3 Calth boxes (minus 1 Chaplin and contemptor) and plan on picking up at least 2 Prospero boxes.

With the scuttlebutt being that Inferno won't be dropping until February at least, what would be a good "core" group of units that I can be reasonably sure will be needed once the full TSons rules come out?

I'd potentially wait just a little longer before seeking a definitive answer. The prosperous box may have some clues as to what inferno will give. Otherwise you have a lot of bodies that can only be made into generic units with a smidge of fluff for flavour. Eg building the terminators with a reaper autocannon because of the names numerology and intimidating sound etc.

A heavy weapon squad and a special weapon squad or two also wouldn't be a bad idea. Neither would a veteran squad or two. All those squads fit well into most legions.

With the two contemptors maybe go dual kheres on one and multi-melta and power fist on the other?

i dont think you need 2 boxes of prospero. you already have a lot of infantry. i would work on transports and heavy firepower from here. 30k while it tries to push you in the direction of large squads has so many things that can delete them in a instant.

for thousand sons from what we know they love technology so things like volkite, plasma, laser wouldnt go astray

Well, the Mk III are going to my death guard, so it'll be more for Ahriman and the Terminators.

Are we thinking 10 man Tac Squads in rhino and veterans are a good starting point? I'm trying to hold out for Inferno before placing a FW order, though I am tempted by the Fire Raptor.

friend of mine is doing his tsons 2 tacs in rhino then a couple of support squad with volkite and rhinos for troops. makes a good starting point which is 99.9999% sure wont be undone by inferno.

veterans are great but without knowing their coming RoW forces you into running pride of legion or delagatus RoW
