Overview

 

The Crimson Scorpions are a Third Founding chapter coming from the Ultramarines Chapter, they are a loyalist chapter to the Imperium of Mankind and The Emperor.

You should also probably go with the 3rd Founding instead of the 2nd.

 

The Second Founding is pretty well established in canon already.

 

The Third Founding is a lot more open, and still leaves your chapter with almost 10,000 years of history.

Not much yet to go on, but what exactly is your intent in wanting an Ultramarines 2nd Founding Successor? The 2nd Founding means a Chapter that was at least involved in the Scouring, if not the Heresy or the Great Crusade before it. It can also mean a prominence among the ranks of Adeptus Astartes, to have once been of the Legiones Astartes. Why do you want that for the Crimson Scorpions? What does that history and legacy mean for them?

New Arizona feels out of place. While many real world placenames exist in 40k (Segmentum Pacificus, for one), it helps to mess about with the name to make it better fit the setting. I prefer to dive into etymologies, go back far enough, travel down tangents, until something clicks. For example, instead of New Arizona what about Neosonak, or even a more straight forward Neozona? It's not a very deep dive, but Arizona seems to derive from the word "alĭ ṣonak," from one of the local Native American languages.
