What is the actual lore-policy on reusing?

Deep within the Imperial Palace, the vast echelons of Imperial sanctioneers gather after the approval of a new Founding directly from the High Lords of Terra to begin forging new Chapters of Adeptus Astartes. The gathering convene under the supervision of a Lord Inquisitor, an Imperial Historian and a High Medicus representative of the Geneseed Vault. Each viable world has been reviewed for decades, scrutinized to the smallest detail by the Explorator Fleets, the cultures examined, the peoples' history logged, their predispositions analyzed. The process of designation has begun among the other hundred or so procedures.

This particular chapter will be blessed with the purest geneseed available, the lineage of Roboute Guilliman. The planet designated as their home and recruitment world is a feral world of humans who worship a predatory raven-like bird. To reduce culture shock the people of the world will be introduced to Imperial Credence by developing their reverence to a caste of warriors chosen by the Great Imperatar. The Raven will be their symbol, their armor will be as sable, their pauldrons will be as the finest mithril.

So, after that, what would the Raven Guard or Hawk Lords think if they saw a bunch of young whippersnapper Astartes wearing their primarch's heraldry? Would that symbol ever be used outside their lineage?

It will most likely be stylized differently so that it will look differently to the others. An example would be the Ravenwing of the Dark Angels and the Raven Guard or even the Blood Ravens. Similar and yet different and with at least two different lineages.

Add the variations in how the armor will be painted and one starts to have a unique looking force that shouldn't step on too many toes.

I don't think they'd be too bothered by it.

There are 2 chapters that use the same symbol as the Raven Guard, and only one of them is actually a RG successor. The Hawk Lords are Ultramarines geneseed.

As long as it differs enough to avoid confusion, I don't see an issue.

Knights of the Raven might have a problem if you get too close to their scheme. They're silver with black trim and a black raven on the left pauldron.
