Actually they're should be an agents and have Sworn Brothers to all Loyalists, but I can't find any confirmation about this in Inferno. Naturaly, since nowhere in their 30k rules are their ally rules stated, and without knowing their alliance matrix relation to any other faction, allying them with anything would shatter the reality, as everyone would be ripping biased rules for it out of their ass, when in reality there are no rules regarding it so far. Never in a million years for two obvious reasons. Firstly the custodes are not exactly bumping bro fists with any legion, save the Imperial Fists ever since Rogal was put in charge of fortifying Terra, and even then they are not exactly walking to a bar together. Secondly, sworn brothers ally level would unlock bunch of sick combos, for example: The shield captain is already near immortal to most players, imagine if that golden custard would be given feel no pain aswell by tagging him with an apothecary or libra giving him invisibility. In order to preserve the fluff and avoid overpowered insanity, they should be anything but Sworn Brothers with all loyalists, Fellow Warriors at best. So lets remain patient and wait for FW to correct their mistake and restrain ourselves on the hunger for cheesy . Should they be sworn brothers with all loyalists probably not they liked some more than others for sure. Like would they be sworn brothers with the dark angels after the heresy starts very unlikely to me. Would they fight and die with the fists at the siege of tera or with the wolves at the thickest of prospero probbably, or with a certain blood angel... Does it open some broken combos yes many not so much as they would be barred from all transport and forced to footlslog or deepstike if the unit has innate acces. Would I visibility on them be broken honestly not much more so than other units like a Magnus sekhmet star or the old logar gal vorbak. The is she really lies within that power being way broken. But as it stands no allies for them with the possible exclusion of a knights errant (as written not sure I like it) and the options for titan Lord of wars (totally legit here but probably should avoid taking a warhound in 3k as with any heresy force).
