It's the Luna Wolves; the artwork is marginally anachronistic, although the Eye of Horus iconography was semi-present prior to the legion rebranding as the Son's of Horus; the eye supplanting the Luna Wolf as the primary symbol of the legion after that.

I think when we look back that far into the series, we have to temper our thoughts with the fact that a lot of this was still new territory, for everyone. The events of the Heresy were still somewhat vague, let alone the various in-and-outs of the more practical side of elements such as Legion size, colour schemes, armour and weaponry, and even proportions. 

 

Just from that picture alone there's so much in there which just wouldn't be there in today's books. They're all clad in what appears to be MkIV armour, but we can see elements of later production armour mixed in with some rimless MkV / MkVI pads on the right, and a 'beakie' MkVI helm on the left.

So when the first two books of the heresy series went to print they mixed up the covers, so False Gods got the Horus Rising cover and vice versa. Those are Sons of Horus whereas False Gods has Luna Wolves on the front. The colours and armour designs came largely from the HH trading card game made my Sabertooth which had a lot of artistic liberties taken with armour marks (plus a lot of straight up errors and inconsistencies). In the HHTCG the Sons were largely depicted as being storm-grey in colour, which was what was used for this piece.
