Pale Hunter SW ROW: locked in combat bonus attack

So Pale Hunters RoW allows a SW unit who charges an enemy unit locked in combat an additional attack. The question that has come up is when is an enemy unit locked in combat?

Scenario: Player 1 declares that his unit of Grey Slayers will charge an enemy unit. Overwatch is resolved, charge distance rolled, and models moved into base to base. Player 1 then declares that another unit of Grey Slayers will charge the same enemy unit. Is the enemy unit "locked in combat" for purposes of getting the additional attack? Or is the enemy unit only locked in combat after the assault phase and if they remain in close combat this forcing the SW to delay a charge for a turn to get the additional attack?

For the life of me, I cannot find where "locked in combat" is despite being sure I have seen it in the rules before.

The BRB says a unit is locked in combat any time one or more models are in base to base contact with an enemy model for any reason. (BRB page 47.)

Plus is specifies a unit must be locked in combat to be eligible to attack in the assault phase.

So imo yes, you can use Fury of the Pack in the same assault phase you charge with two units.

Good. That is what I thought but could not find where locked in combat was defined. This just reinforces how the Pale Hunters list promotes close unit support. Also a good way to make up losing bonus attack in a Disordered Charge scenario.
