See that's where the confusion comes from! It says that they are an upgrade for a temptor talon in their entry, but in the unique unit list it's listed as an HQ?!?!?

It doesn't matter because they say nowhere something about changing the slot.

It's confusing because their info is listed in a fragmented way, with part of their rules here and there across 3 different pages. The part adressing what you are confused about should be answered in the section named "Legion specific units" above the legion special rules on page 210 of "Inferno";

"(...) the thousand sons legion has particular access to the following additional legion types: (...) and the Osiron pattern dreadnaught (HQ choice)".

The following page lists the special rules for it, saying that any contemptor talon can be upgraded to an Osiron dread for 50 points each.

It's a HQ.
You are able to 'upgrade' any Dread Talon in the army lists to become Osiron which is a HQ unit. So rather then relisting every single Dreadnought Talon for 50 points more, you simply can choose any of the available and they are HQ and +50 points. You dont buy the Talon first, write it into your list as an Elite and then upgrade it, you just buy it as a HQ for 50 point more.
