So I could have a unit fully behind a building but if an enemy unit can see a tiny piece of one of my models through a small gap, say a window, I don't get any bonus to my save because I'm not actually in it? In the glossary, the only reference for cover is page 181 which states "if a unit is entirely ON or WITHIN" a terrain piece they gain the bonus to saves. Then in the advanced rules section on ruins, page 248, says "INFANTRY units that are ON a ruin" gain the benefits. It states other units only benefit from cover if "at least 50% of every model is actually obscured from the point of view of the shooting unit." Nothing in that overrides the cover rules from page 181 that say only units that are entirely in or on the cover benefit from it. Units other than Infantry would need to be in or on the terrain piece AND 50% obscured to gain the benefits. That's how I read it anyway. (Emphasis mine in quotes).
