Imperial knight Acheron chain fist rules

I'm a bit confused about the cerastus knight Acheron rules . It says subtract one from the hit roll. Does that mean he hits on 2+ or 4+. The chain fist cost more than the knights standard weapon and has the same stats -4ap 6 damage. Traditionally it's been a better chain sword than standard. Any thoughts ? Subtract 1 as in in it's a -1 modifier. Basically, you're hitting on a 4+ with that weapon.

Hits on a 4+ as Jolemai says, but you have ap-4, instead of the reaper's normal ap-3

Also strenght 16 instead of 12, wounding everthing T7 or better on 2+ instead of 3+
