So I've been reading up on the unification wars and piece by piece found enough to start a list for the region of Ursh. Not sure how to model it but it just seemed fluffy and fun to build, convert and paint.

Wow, this is such a wicked army theme! :)

 

You have 1862 points there, so you have some wiggle room for changes to get to 2000 (or a lot to make up to 2500).

 

First things first, you don't need a single vexilla as "Cult Horde" makes everyone Fearless anyway - the +1 to combat res isn't likely to come into play (as you won't win any combats, except through attrition). Speaking of attrition, make those Levies 50-strong - they'll die in droves, so you want lots of bodies. I would also add armoured ceramite & flare shields to the Malcadors. Finally, take "Ground Tracking Auguries" on the Thunderbolts - well worth it.

 

If you want some other units to utilise, maybe some Sentinels? They can Outflank with reliability thanks to "Ruthless Tyrant". Or some more Tanks in Heavy Support would be good, or even a Stormhammer! Either way, it's a cool list with good internal balance. :tu
