You glue them to the model before priming, so that they provide raised details that look like they were sculpted on.

 

Of course you don't HAVE to use them this way: you can just clip them out and glue them on and use them as golden details, but they're meant to be painted over.

 

Model kits like tanks and trains often use them to model tiny and fragile parts, such as handrails or grates.

Yeah, I realized I could just cut one out and paint it on but it looked...out of place. Too start and bright.  But I didn't want to prime it until I had confirmation that it would work well by being primed.
