So lets say I have a drop pod and put a unit in it. That counts as two units for the purposes of whats in reserve correct?

Correct.

 

Each single deployment choice may contain more than one unit.  All of those units are counted individually when determining the reserves percentage.

RAW, units in transports do not count as being on the battlefield (they are specified to be removed from the battlefield). This may be unintended, but by a strict reading of the Tactical Reserves rule, you have to set up at least half of your units on the battlefield, so you have to have at least half of your units deploy on the table outside of transports.

 

Most people seem to be playing it that units deployed in transports count towards the 50% on the battlefield, and it seems that may be what was intended.

We can divorce the concepts of being physically on the table and notionally 'at the battlefield' to allow for a rule reading that both fits the text and matches common practice.

 

So, yes, a unit in a rhino counts as two on the field to balance out a unit in a drop pod.
