Difficult army to deal with. I recently faced them at a tournament.

Honestly you need a few things to deal with them:

-lots of redundancy

-efficient units

-line of sight blocking terrain.

If he's beaten you easily in 4 games, he should significantly tone down his list until your collection gains the required units to put up a fight.

That's my initial thought on the matter also. Weaken as many units as possible. Also consider some units might be out range if you kill their mates from afar.

Alternatively, if you have to, kill the nastiest units first so other units can't annihilate you.

I had a game against them a little while ago. To be fair, Soulburst from killing did not hurt as much as some other combos, like Fire Dragons disembarking, Soulbursting using that one Psychic Power and then shooting, or MSU Dark Reapers in a Raider. Their main weakness seems to be their low model count. I played pure Primaris DA against them and we had approximate equal amounts of units, him having less staying power.

The tactic was to reduce each unit to 1-ish members and then killing them. This is still risky, because the biggest damage from Soulbursting was in fact Smite from his Psykers. There was also that Yncarn-monsterthingywhatsitsface that can appear on a kill. I left things like Warp Spiders with one dude up, bit killed high profile killers like Fire Dragons.

This basically comes down to knowing what can hurt you the most and what you can weaken but leave alive. Also, try deploying defensively and pack some long-ranged stuff to force him out of position and minimize the damage from turn 1-2. Ynnari are soft and their combos aren't cheap. Capitalize on that.

It was so painful to watch i even proxied a couple of assassins before hand to help.

My list

VANGUARD

HQ

Techmarine (in repulsor)

Elites

Aggressors (flamer gauntlets)

10 reivers with carbines grapel hooks

Redempter Dred (plasma)

Vindicae

Culexus

Apothercary

Troops

X3 intercessors squads with ABR

Heavy support

X5 Plasma assault incinerators

Dedicated transport

Repulsar

Guilliman

His list

2 weavers full of wraithguard

5 dark reapers

Some harlequin cheese

Death jester

That ynari psyker chick with the cat and her body guard.

Wraithlord

Other bits.

He had turn 1 advanced his weavers literally in my face.

Destroyed my repulsor with the dark reapers taking out 3 of the aggressors inside. And he cast doom on it..

My turn 1 and already 400pts light I decided to pop the weaver right in my face....then a whole world of hurt began...he used it's destruction for the wraithguard inside to soul burst down my lines.

The hero of the game was my culexis assassin held up all the pskykers for a while stopping smite.

The most useful thing the dred did was blow up and take a load of his models out. Fluffed shooting it for 2 turns...

Dude's being gamist and exploiting loopholes. Wraithguard take up 2 slots in a transport and as such shouldn't be able to fit into a weaver. As the weaver comes from the harlequin list, it doesn't have the rule for transporting wraithguard that the serpent has. Expect this to go away in an FAQ.

The Techmarine can not enter the Repulsor, unfortunately, as he is not Primaris. I wouldn't bother with Aggressors, especially the Flamer kind, against Eldar. They will not last long against Reapers or if he decides to run a Hemlock Cheesefighter. I would also advice against Assault Incinerators. S7 overcharged will not be as effective. I find S7 regular and S8 overcharged to be the sweetspot as you wound most vehicles on a 3+ when overcharged and with Guilliman you also have a fair chance to drop T8. All while you can still Rapid Fire to keep infantry in check.
