It's functionally yes, but he logic is slightly convoluted.

 

The rules don't set the troop's leadership to the character's, but rather re-reference the tests to the character's leadership. So, adding one to the troop's leadership doesn't really do anything. However, the commissar has good self-esteem and is a friendly model to himself and so buffs his own leadership with his own inspiring presence and with this self confidence can project his improved leadership with his aura of discipline.
