It doesn't state that the minus 1 is melee attacks. Overwatch happens during the fight phase so and only hits on 6's, rerolls happen after modifiers so.... effectively belial is immune to overwatch. Also, as an aside, Belial would not be considered "immune" to overwatch, because the overwatching unit could have +1 to shooting to offset the -1.
