Chaos has the best terminators. I think MoS in particular. Without some special rule affecting them, Imperial terminators are out of the running for being too limiting. You either have storm bolters or you have close combat weapons.

 

Chaos on the hand can specially equip terminators for any job with combi-weapons. In my terminator heavy force I have a squad with plasma, melta and two with just combi-bolters. You have a tool box. Sure you don't have an assault cannon or cyclone launcher(maybe one day Tyrants will come back) but the Reaper is decent and a heavy flamer isn't bad if you need one.

 

Mark of Slaanesh you get to shoot twice. Bring a melta squad and hope someone brings a superheavy and leaves a hole. 20 rapid firing plasmas with a lord in terminator armor with a combi-plasma too, yay. There is not a lot out there that can survive this.

I think you're forgetting Cataphractii and Tartarus Terminators.

 

They don't get combi weapons sure and I'm actually gutted for that. But different close combat weapons is there.

The best thing about deep striking Termies is the instant punch of a unit coming out of reserve.

 

Chaos do this infinitely better because:

1: Amazing Shooting

2: Warp Time

 

A chaos Termie squad can appear in the backlines, move forward, erase a unit with massed plasma/melta and then assault something else from 3" away.

It pains me as an Imperial. I think our Termies are best in a transport but we're paying for that teleportation ability :-(

Space Wolves are pretty basic right now but once they get their codex they should get a big boost. Their TDA can also bring combi weapons and they can bring cyclones and assault cannons along with storm shields if you want to try and tank with a couple of high invuln guys. I guess it sill depend on what sort of rules they get with their codex. If they get any of their Champions of Fenris stuff they will outshine even Chaos.

Yes I agree the lack of combi weapons limits the drop potential but I consider the survivability of Cataphractii to be a viable option. Heavy assault potential and character escort is the priority here.

Blightlords are the golden standard of Terminators at the moment.

T5 to reduce wounds taken, 4+ invul, 5+ resilience save.

Not to mention rapid fire from 18" away instead of 12.

 

They are in no danger from interception when teleporting in.
