You don't need LoS to charge. And the only rule for attacking someone with melee is that  you have to be within 1".
So if a Blue space marine is hiding in a ruin without windows, standing close to a wall. The Red space marine can attempt to charge the Blue space marine without getting overwatch shots at him and he can stop once he reaches the wall if its thin enough (thinking GW ruins here) to take him within 1".

Is this correct or have I missed something?

Well, it depends on the wall.

By default and using basic rules, walls are impassable terrains (rule book p. 177) :

 

Moving
A model can be moved in any direction, [...].

It cannot be moved through other models
or through terrain features such as walls, [...].

 

However, if you use the advance terrain rules and your piece of scenery is a specifically a ruin (p. 248), then infantry units can move through walls as if they weren't there. 

 

So it's up to you whether you want to use the advanced rules or not, but keep in mind that if you do, then the situation you have described is indeed possible. This has been further confirmed in the designer's commentary FaQ :

 

Q: Can you declare charges against units that are not
visible to the charging unit?
A: Yes.
[...],
if a model cannot see the charging unit, it will not be able to
fire Overwatch.

 

Still, there is conceivably one even worse situation : blue space marine dreadnought is hiding in a ruin, close to the wall without opening. Red space marine can charge him, and blue dreadnough cannot fire overwatch. Red space marine fails his charge. Blue dreadnought needs to walk around the ruin (he cannot go through the wall because he's not infantry) and quite possibly will not be in charge range.

 

On a side note, in it's own tournament, GW does NOT use the advanced terrain rules. Make of that what you will.

The question wasn't whether a model can charge through a wall but whether being separated by a wall but still being within 1" is legal.

 

You can be legally in combat but completely separated by an unbroken wall.

I see. Well then I don't know for sure but I would argue it boils down to the same argument :

  • you can't fight through an impassable wall
  • you can fight through a ruin's wall if you're infantry

Having said that, I agree that strictly speaking there seems to be nothing in the rules that would prevent fighting through an impassable element of terrain as long as the 1" distance is matched.

Standing too close to a wall in the forty first millennium can be hazardous to your health.
