Which box set in the GW line is best for "normal people"? The idea is for the model itself to basically just be a scaffold to sculpt improvised armor, hoods, and whatnot onto with greenstuff for an "rebellious Imperial citizens given basic equipment and training by their Alpha Legion handlers".

 

The 5-man/DV Cultists are an absolute delight to work with but with the Dark Vengeance line out of production, I see issues with variety fast, plus they're snap-fit which limits options for variety.

 

Cadians are militarized and ugly as sin to boot, and Catachans are worse.

 

Something like Flagellants is too religious/robe-y. Glade Guard is a box set I'm likely to grab at some point. Empire Archers and Militia...don't they suffer from the line being pretty dated and old-plastic at this point? More modern plastic is definitely preferable if possible, for the sharper details.

You could always look at the recently released Lake Men boxes that they have put out for the hobbit line.

 

There is always Ebay of course when it comes to the DV set, pretty sure there are still plenty on there but I could be wrong. They are convertible, they just take a creative hand to bring them to life at times due to that snap fit foolishness.

 

If you can find some of the old Empire line up that may be your best bet. Most of the AoS line wouldn't fit what you are looking for I think, although the chaos marauders are generally a good base to go by when it comes to renegades.

Guess it depends on your vision of what their world is like; high tech, semi-feral, industrial or agri.

 

Lots of the human kits are readily interchangeable so you could go with a mix. GSC Neophytes are a good start for the gear and bitz. Combo up with AoS Huntsmen or Militia for example. Ive even seen things like Elf Archer kits combined with others to good effect.

 

Dont balk at even the snap fit cultists. If you have a proper hobby saw you can easily make some good coversions by halving them at the waist, head swaps, even arms can be sawed off and replaced.
