Currently there aren't any specific rules for Skitarii units in Horus Heresy games but you could use the models in place of existing models for some units in the Mechanicum army list such as the Adsecularis Covenants (Tech-Thralls).

 

Imperial Knights can be taken as Lords of War in those armies as per the details for what constitutes a Lord of War choice in the Horus Heresy publications. The only limitation would be that the Knight Atrapos and Knight Porhyrion can only be taken in Mechanicum or Knight Questoris armies.

Can't they be taken as War Machine detachment? I belive they qualify?

There is an FAQ for the rulebook, distributed at the Open day that adds all Knights (bar the Atropos) as LoW under the War Machine Detachment rules.

That FAQ wasn't distributed at the open day, just shown to attendees and opinions/suggestions asked. Only one photo of it got in to circulation after the event.

 

Still, it's clear from it that the change was a mistake and Knights should be a LoW option for all Heresy armies.
