It's a bit cheesy and can backfire, but him backed up by the maximum number of 2 man squads of company vets has potential. Having 5 units of 2 rather than 2 units of 5 mean you have 5 chances to trigger Seth's unique buff, while keeping the same model count. Empereror's Children, and any other faction with an "always strike first" ability, and the 2 cp strategem to interrupt can ruin your day however.

Keep in mind that Seth's rule only takes place when a unit consolidates within 6" of Seth, then you need to roll a 6. Honestly, it is not reliable enough to build a list around.

 

You have to wipe a unit, be within 6" of Seth then roll a 6 on a d6. His rule should automatically let them fight a second time. It could be cool just for giggles and fluffy play. But don't expect it to happen more than once in a game.
