To answer your questions

 

1. It is very good

2. Yes, it is set after Path of Heaven, with a flash-forward scene at the Siege itself

 

Don't expect huge story progression/revelation or heart-pounding action. It's an introspective character study of Shiban Khan/Tachseer

 

It also gives an intiriguing look at a little patch of Terra, and even of what might have been if everything hadn't gone wrong.

May I ask how so? Spoilers are welcome!

Any spoilers are welcome. We can't get enough of the White Scars.

I think the point of the story is to give a glimpse into how the White Scars transform from their joyful, free-wheeling selves into their more serious 40k iteration.  Wraight has talked about being interested in that sort of thing with all of the legions, epsecially the loyalists for whom the change is less obvious.

imo, it's a more significant and enjoyable short story than Allegiance or Brotherhood of the Moon were.

In The Path of Heaven the White Scars started to lose their sense of humor, Shiban most of all.  In Restorer, he learns how Torghun was shaped by his homeland and starts to appreciate his "no backward step" mentality - a change in the legion's character that will presumably play a role in holding the Lion's Gate once they storm it.  

He largely recovers from his mopeyness after that lesson about Torghun, but not to the point of laughing as he enters battle.  The rest of the legion still does, even the large number of rushed Terran recruits.  But he doesn't, and that will probably be the model for the future.

Most likely the Storm Lords since he commanded the Brotherhood of the Storm.

Yeah, this seems likely. The Storm Lords are also known for their Ork-hunting, which matches Shiban’s nature.

Oh nice catch, that could definitely be them. Make you wonder what happened in the end. They're sent to Terra to watch Dorn and the heresy breaks out, same as most other watch packs. Then, unlike most watch packs, they get to meet Russ again when he and the VI legion arrive at Terra a few years later, as in Vengeful Spirit.

 

I'm not sure if we'll see any resolution to their story by the time the BL series finishes but it would be interesting to find out if they stuck around on Terra or joined the expedition to Yarant.

No SW Crusade Host members at the time, right? So that's definitely the watch pack, eh?

Actually, there might be more SW than the watch pack, perhaps left behind by Russ when he set off to hunt down Horus. There seemed to be more SW than other legions present, save for IF and WS

 

When he passed other Space Marines, they saluted him – many Imperial Fists, fewer White Scars, a scattering of taciturn Space Wolves, even smaller numbers of other Legions gleaned from galactic catastrophe. The warriors of the Legiones Astartes towered over the mortal defenders, but that did nothing more than demonstrate how meagre their numbers were. In solely numerical terms, almost all the defenders of the Palace would be drawn from baseline human regiments. Not that numbers would be the decisive factor, of course.

He went higher, tracing winding stairs carved about the wide boles of defence towers. The crowds never relented. Courtiers in long robes hurried past him, barely looking up from their clasped-tight piles of parchment. As he headed towards a spur of natural rock thrusting out from the maze of human construction, he found his path suddenly barred by one who didn’t get out of the way.
