Which Doctrine has the best tanks?

In terms of Cadian v Catachan, going purely on tanks I prefer Catachan because the reroll ones order doesn't rely on you being static. I'd rather have rrd6 all the time and rr1s on orders than have rrd6 on orders and rr1 when static. Not to mention Harker is a thing so you can have your cake and eat it. Catachan do have an amazing relic though so if you like castling then they're very strong.
