Its definitely not bad, though if youre running all-infantry, you should probably have a couple of commissars hanging around, mitigating its usefulness. I think the infantry trait is probably most useful in a primarily tank-based list with a bit of infantry support, where you cant afford proper commissar coverage. Another possibility would be in a highly mobile list, where you expect your squads to be seperated and isolated at some point - getting a commissar for complete coverage would be nigh impossible in such a scenario, unless each squad gets its own commissar. In a pure gunline, or with large conscript hordes, its probably not *that* useful, though it might still help when your commissar gets sniped, or if you have to spread out more than you expected.

 

My 2c.

I think it opens up an interesting play style. Rush the enemy Valhallan Conscripts/Infantry squads, and then order your heavy weapon teams to fire into the combat. If you miss, well a conscript is only 3 pts, and stopping the opponent from shooting is well worth the opportunity cost.
