Thematic wise it’s wrong. As someone who has done an all Infantry Steel Legion force I can tell you it is damned nice. The extra range not only makes it easier to get into rapid fire but to pack multiple units as well. At a bonus 36 lasgun shots with orders per squad it adds up, and causes mild nausia from endlessly rolling dice.

Is an all infantry AM army viable? Sure

Is there much mechanical reason to take the SL doctrine? It's not terrible if taken for fluff reason (though doesn't really fit to normal SL in my eyes), but there is not really much of a mechanical reason for it. Talarn or vostroyan doctrines seem better in most cases (+1d6 range through movement/ 15' rapid fire + 6' range to most weapons vs 18' rapid fire), the same for stratagems (and with vostroyans order).

It's not fluff wrong to have such a force. There are surely infantry SL forces, as given its scale, it's not a planet of hats! Also you can't necessarily fit those tanks in a hive, or an urban conflict, or mountains, nor necessarily want them.

Just because SL are known for their mobility doesnt mean they always need to have transports around.

There are RL examples of this too

A familiar one for me is
