So, the following action happened during a game I had today, and looking back on it I'm not sure it was legitimate.

 

My opponent plays Ynnari, and fields Yvraine. 

 

During the psychic phase of his turn, he uses Yvraine to cast Gaze of  Ynnead, then Word of the phoenix to obtain a soulburst action. He used that soulburst action to cast Gaze of  Ynnead again.

 

It occurs to me now that it was the same psychic phase, so could he reuse the same power ? Does the soulburst create it's own phase ?

Nope. He couldn't do that.

 

"As if it was the psychic phase".

 

Not an additional or seperate one.

 

If he has already manifested smite on that psyker, he would not have been allowed to cast it again.

Actually there will be no need. This specific question is addressed in the Stepping into a new edition FaQ :

 

Q: If the Strength from Death ability is triggered, and
I choose to manifest a psychic power as if it were the
Psychic phase, can I attempt to manifest a power I
already attempted to manifest this turn?
A: No. The psyker can only attempt to manifest a
different psychic power that it knows.
