Definitely Militia. Iron Warriors used Imperial Army units as fodder so much they began actively rebelling and Horus was forced to only send penal/dreg units their way. Amusingly, they're still Fellow Warriors on the Allies Matrix.

 

Plus you can use Army of Dark Compliance to get even more crunchy representation of 'em as fodder.

I'd say Militia too.

 

Both are pretty fluffy, but I feel that the Militia are a better fit. If you wanted all three forces in the army you could run 'Sacrificial Offering' with Iron warriors as the primary detachment, Militia as the allied detachment, and some Mechanicum units thanks to either a Praevian Consul or the Cortex Controller of either a Warsmith or Forge Lord Consul.

I’ve always though it would be cool to do an army based around the Selucid Thorakite, the Imperial Army troops from Olympia. Might better suit Solar Auxillia than militia but it really wouldn’t matter.

Or an army of the enslaved population of Olympian... :P
