This came up in a game last night. I was using a Cybernetica list with Scoria and he got killed in combat. As the whole of my army was now without a babysitter, they have to advance towards the enemy and charge if able.

 

Does his warlord trait override the Cybernetica rules for models outside of a cortex area or are they as well as?

On page 124 of the 7th edition BRB under “Death of the Warlord”, it states that any effects of a Warlord Trait are immediately lost upon their death.

 

If Scoria is alive, all Cybernetica Cortex units in the same Detachment are able to Sweeping Advance and Run, thanks to his unique “Forbidden Protocols” Warlord Trait. The second part of his trait means that units outside the range of any Cortex Controllers have to move towards the nearest enemy, and Assault them, and attempt to Sweeping Advance them.

 

As soon as Scoria dies, your Cybernetica Cortex units go back to being completely stock. They would no longer be able to Sweeping Advance or Run, nor would they have to move towards the nearest enemy. But if they were out of range of any Cortex Controllers, they would have to Shoot at and Assault the nearest unit.

 

So he overrides the usual rules in some cases, but not all. :)
