Deployment is pre game and so is everything before the first battleround. I'm assuming you're talking about Early Warning Override, if you are then that allows you to shoot at a unit that arrives mid game. It's late but I can't recall any definition of what mid game it. For all of those Stratagems the units are setup after the start of the first battleround but before the first turn begins. I'd assume once the first battleround begins the game has official began. Others may know of exact wording that confirms or contradicts that. So in the rule book they say reinforcements come in during the game mid phase. Alpha legion are set up outside of the turn - i.e. Not in a phase. They also have a definition : tactical reserves ( for matched play) - units that are not deployed on the battlefield during deployment which alpha legion would count as. I'm sorry I've only just realised what exactly you were asking. I thought you were asking about Tau Early Warning Override vs the Strike from the Shadows, Clandestine Infiltration and Forward Operatives I now realise you're asking about the Stratagems Auspex Scan, Infoslave Skull and Forewarned. So as you've alluded to you cannot use the Stratagems to fire on the units using SftS, CI and FO. It states reinforcements and they are defined as arriving mid turn, either in the movement phase or other phases. SftS, CI and FO are setup before the first game turn so don't arrive in a phase or mid turn.
