Did any prominent Chapters reject the Primaris?

I'm not sure if it has been said that Guilliman actually ordered chapters to take Primaris. I got the impression that it was voluntary, albeit perhaps with an element of 'I'm Lord Commander, and I think this is a good idea' persuasion. Heavy casualties would probably do a lot of the work in bringing chapters on board.

As far as I understood him, Robbie MacNieven has said that the Carcharodon Astra didn't receive Primaris Recruits themselves from the Indomitus Crusade forces, but the Gene-Tech to make Primaris.

 

So even very outcast Chapters, with hidden, millenia old Agendas, secret treatises with the Mechanicum and other Imperial Organs and a very... secretive modus operandi didn't really deny it.
