Questions: chapter approved and allied detachment

Hi,i have a couple of questions if someone can help.

 

1)is siege drill 65 points now? Battlescribe still shows it as 82.

 

2)can i take a master of ordnance as hq choice for allied militia?

1. The cost in battlescribe includes the meltagun, which is 17pts.

 

2. Does the Master of Ordnance have the right Faction keywords?
