Are re-rolls Modifiers?

 

No. A modifier is something that alters the number you rolled on a dice either up or down. A re-roll essentially disregards the first dice roll in favour of an entirely new one.

 

Basically, can you reroll 1's (or failed hits) when shooting Overwatch?

 

Yes; Overwatch is considered a normal shooting attack in every respect except the roll you need to hit, so rules that allow you to re-roll hits for shooting (such as a Captain's Rites of Battle rule) still apply.

Take care with this, though - quite a few reroll abilities explicitly specify which phase they apply to.  Hive Fleet Kronos', for example, is a shooting reroll, but it explicitly only applies to the shooting phase, and can never benefit Overwatch.

Good point. Equally, some abilities (such as the new Grim Resolve in the Dark Angels Codex) specifically mention that they apply during Overwatch as well as in the shooting phase, but not every ability will say so, even if it can apply in multiple phases.
