Sorry to say, but this is unfortunately a pretty bad list. A few pieces of feedback from your other threads are very relevant here actually. For instance, bumping up the points by adding extraneous wargear to units will not work. Apart from the obvious “points filling” aspect, the other problem is that 30k units are quite pricey. Where units have a variable size, the initial model cost is high, with additional models getting a discount (ie. 5 Iron Havocs cost 37 points per model, while 10 cost 31 points per model).

Let me break down your unit choices...

Perturabo is very strong. His ability to start rolling Reserves from Turn 1 is enough to cement his usefulness, but everything else still helps. Terminators can Deep Strike, which works with “Primarch’s Chosen”. And Furious Charge & Stubborn is great for anyone! Taking advantage of these rules is going to help a lot.

As Perturabo can be the Compulsory HQ, taking a Praetor is a bit of a waste. The Master of Signal also has no unit he can join effectively.

Legion Dreadnoughts are pretty average in 30k - Contemptors are king! If you only have 1, I’d drop it in favour of other units. If your set on taking it, take a few more so they offer some redundancy.

If you’re running a Rite of War that gives you alternative Troops, standard Tacticals are probably not worth taking. Upgrading them to Veterans in “Primarch’s Chosen” is a good move.

You mentioned that you might be buying Calth and/or Prospero... Calth is a better starter set, as you can use every model with any Legion. Cataphractii Terminators are probably a better match for Perturabo, as he wears Cataphractii too. If they join him, they can drop down and combi-plasma something to death.

Marksmen Veterans are very good! Your loadout is quite good too, though I’d give the Sergeant a power weapon or fist. Alternatively, taking Marksmen, melta bombs and combi-meltas makes them a great triple-threat unit (Scoring, anti-Tank & anti-Infantry). They’re also quite strong on the charge, with 4 S5 attacks each! Rhinos are really quite good with a dozer blade & multi-melta (which makes them a legitimate threat at all times), but I’d ditch the extra armour & HKM.

Medusas are awesome, but all that extra gear is pretty much useless. As Medusas are an Ordnance weapon, everything else will have to Snap Fire (ie. the 2 heavy bolters and the HKM).

As I mentioned earlier, fielding large units is much better value. Iron Havocs are brilliant, but you need to maximise their strengths. BS5 means adding a Master of Signal is mostly redundant. And with free Tank Hunters, you want something stronger than heavy bolters - autocannons are a free swap, and lascannons are brutal, but missile launchers are really great value (especially as they come with flakk missiles).

The humble Predator is a solid, good value unit. Again, adding heaps of upgrades makes them very inefficient (your one has 100 points of upgrades on a 75-point model). If you go for 3, then one can be a Squadron Command Tank, granting them Tank Hunters & Monster Hunters within 24”, and ignoring Crew Shaken on a 4+.  This last bit is one reason to take extra armour, as it downgrades Crew Stunned to Crew Shaken, and then half of the time they shrug that off!

So... in an effort to further cement this advice, I’ve written you a list utilising most of the same units so you can see what I mean. You can make this list with a Calth box, 2 Rhinos, 2 Medusas, Perturabo, 3 Predators, and some weapons from Forge World or eBay. It sounds like you have most of these things anyway.

HQ
The Primarch Perturabo: Forgebreaker 490

Predator: 2 sponson-mounted lascannon; dozer blade; extra armour 125

2,500 points

Putting this all together is pretty easy. Perturabo, the Predators and the Medusas are complete as is, and you can get a pintle weapon set from FW for the Rhinos’ multi-meltas. Assemble the Veterans with bolters & combat blades, and get 1 more heavy bolter and some nuncio-voxes from FW (to assist the Medusas). Your Terminators can use the 3 combi-plasmas from the Veterans, and it’s easy enough to get ahold of 2 more. You can make a plasma blaster by cutting up 2 plasma guns and sticking them together on the Praetor model. The Iron Havocs are made out the remaining 10 Veterans, but you’ll need to get 7 more missile launchers.

This is just one way to build a Heresy list, but hopefully it helps. Have a good look through the Iron Warriors Tactics thread, and check out the other Iron Warriors army lists for some more inspiration.

Your list is bad. There's no way to change that. You need more bodies. Change your RoW to Hammer of Olympia, and spam Tactical Squads w/ CCWs, as well as Artillery/Armor, Dreadnoughts, and maybe some Automata (I'd recommend Castellax or Domitar-Ferrum). Drop Perturabo, and instead take a Knight, super-heavy tank, or more heavy stuff.

With HoO, you get an additional HS slot, so spend your slots on an Artillery Battery (Anti-Infantry), some tanks (Predators or Sicarans, to take out light armor, characters, and MCs) OR Iron Havocs, with Lascannons or Missile Launchers, some Castellax, to mulch infantry up close, and Tyrant Terminators, to wreck most things that get too close to your infantry.

For Troops, take at least 3 Tactical Squads, all with extra CCWs. Because they can charge after firing their bolters, they can be very powerful if supported properly.

Your Elites should be Dreadnoughts and Terminators, ideally designed to take out infantry, because your Heavy Support should be able to do that on it's own.

Finally, because you're at 2.5k, you need a LoW. Don't take Perty w/ Hammer of Olympia, b/c he gives Furious Charge, which your disorganized charges from the RoW nullify. The extra shooting is worth it though. Take a Knight (W/ Icarus Autocannons, to kill flyers) or one of the big tanks, most likely the Typhon, Cerberus, or Fellblade. Screw it. The Fellblade is better than all of the other ones. It has a 100",  S8 AP3 Large Blast OR S9 AP2 Armorbane blast. It can outperform most other LoWs unless you need a specific niche filled.

That's my 2 cents. Hope I can help.

Space Marine Legions can't take a Knight as a Lord of War anymore. If you want Knights with your Space Marines then they need to be from an allied Questoris Knight force.

Ok. This list is using only what I currently own. I can't really afford FW, so I'd rather not buy off there just yet. My eventual plan is to own the following and make a list off that. (An asterisk * next to something is what I own.) Please note, I prefer to have a fluffy looking army to a competitive one. I think my eventual plan makes for quite a fluffy legion army. (And yes, I have a lot of HQs. I like making HQs.)
