I am building a small character force of Guardsmen based on the Espandor Veterans from Dark Imperium.

I plan to make an ersatz Sgt Harker, and then a squad of 9 with an LT and 2 command squads to mimic a more modern force organisation. Any thoughts on the loadout? I primarily intend to use Neophyte Hybrid and Scout arms.

To make that legal you will need an officer per command squad, so you will need 2 officers (harker doesn't count). the list might look like:

HQ

Company commander boltgun (maybe power weapon)

Company commander boltgun (maybe power weapon)

Elites

Command squad + lascannon

Command squad + lascannon +banner (optional, but with officer within 6" and banner, your guard are LD10. Only 5 points, optional)

Harker

Vet squad + 3 grenade launchers (cheap option) or + 3 plasma guns + heavy weapon (heavy bolter is cheap, lascannon is good)

Since you want harker, i assume catachan as the regiment.

Hope this helps

If you’re going Catachan, I can’t recommend power fists enough. Giving the officer S8 and -3ap catches so many people by surprise and is great to take those last two wounds off the daemon prince that thought it could charge your lines.
Pretty sure it'd be S8, as it's the characteristic being buffed not the attack. Characteristic has to be figured before the attack can be calculated (believe that was described in the Directors Commentary?) - if it was +1 to attack strength, you'd be spot on.

Basically this. There is an FAQ (I don't know which one) that spells out the process. Basically, you modify the statistic and then you modify the strength of the attack itself. This means that the strength becomes 4 before the powerfist kicks in.

Thanks for all the answers guys. A powerfist sounds like a good idea. I plan to go more SOF with them though, so Heavy Weapon teams are off the cards until I acquire some Kataphrons to mod as weapons platforms. They will either be stand alones for Shadow War Armageddon type games, or supporting Primaris marines.

Are medics worth it this edition?
