Seize the initiative occurs immediately before the first battle round.

 

SFTS occurs at the beginning of the first battle round but before the first turn begins.

 

So seize the initiative happens first.

Do you have a reference to support this? I looked into it when the question was asked originally and couldn't find anything definitive, or even circumstantial.

 

So far as I can tell, we only know that seizing the initiative is done after the players set up there armies but before the first turn.
