SFTS occurs at the beginning of the first battle round but before the first turn begins. So seize the initiative happens first. I looked into it when the question was asked originally and couldn't find anything definitive, or even circumstantial. So far as I can tell, we only know that seizing the initiative is done after the players set up there armies but before the first turn.
