Master on Bike

So, I don't know if everyone else's Codex has this same ruling, but the Dark Angels Codex has a few entries that basically say;

 

*cue omnious voice*

"These Special Characters are specifically for the Dark Angels Chapter, if you make a Successor or DIY Chapter, don't even consider using these Special

Characters,.. as it is,.. FORBIDDEN!"

*end omnious voice*

 

I'd just as easily ignore it, as I'm sore 99.9% of DIYers out there will/do/have, but I've never really liked using special characters, and this poses a problem for the Ravenwing.

 

They have omitted the "Master on Bike" entry for the Dark Angels. So I ran some numbers and basically figure a Ravenwing Master on Bike should weigh in at 105 points.

 

I don't plan on using him anytime soon, but I can't understand why GW would only make the Ravenwing Master a Special Character, but then make the Deathwing Master not.  THEN hamstring any Successor/DIY players by not giving them the option to replace Sammael at all.

 

So does 105 sound reasonable?  Equipment options would be similar to that of a Vanilla Captain on BIke.
