Or you can just lock one of the Vindicators in combat and remove its ability to shoot as well, which is relatively easy with how close they have to get to shoot.  You don't have to kill them to avoid the Stratagem.  2 command points are a precious commodity as well, really, for anyone but Ultramarines.  It's a nasty trick, but not one to spam.

According to official FAQ you can still use "instead of shooting" abilities when falling back or even having enemy models in 1" of your vehicle.

Q: Can abilities that are used ‘instead of shooting’, such as Smoke Launchers, be used if the model using them has Fallen Back, Advanced or has enemy models within 1" of it?

A: Yes. A model can use such an ability so long as it does not shoot – it does not matter whether this is because the model cannot shoot or it chooses not to.

So you need to destroy a vehicle completely to avoid the combo.

Interesting to note that. Feels like it could be open to some interesting occurrences.

What I'm looking into is the following, assuming I have the first turn:

1. 3 Vindicators advance (13-18 inches), turn smoke launchers on and use the stratagem (together with re-roll if needed). And yes, according to FAQ all of that could be done at once.

2. Unless an opponent will manage to kill one of them which wouldn't be that easy since that's a T8 W11 unit with -1 to hit it because of smoke - same stratagem could be used again at the second and subsequent turn .

With a bit of luck for certain types of armies that can be the end of the whole story in two turns. And that's just 375 points for 3 heavy (most expensive) slots which in turn gives marine army the chance to go for Brigade for all the CP which are needed to spam the combo.

Like what exactly?

Linebreaker Bombardment has a lot of pre-requisites, and in return gives you some useful abilities.  It's far from a guarantee that it will actually do anything and in practice, and frankly does more psychologically to an opponent by forcing certain deployment decisions or forcing certain target priority, as well as some tricks like being able to target things out of LOS or behind a screen.  Being able to give yourself a better chance to keep them alive in order to use your trick isn't game breaking at all.

Especially when you compare it to something like :censored: Eldar Fire Prisms and their :censored:  stratagem that allows them to shoot out of LOS, unlimited range with a better weapon that shoots twice and re-rolls all hits and wounds...sitting back there with chapter tactics on their vehicles as well as seemingly an answer for ANYTHING.  Not hard at all for a Fire Prism to get -3 to hit.  So I don't feel bad when I advance, pop my -1 to hit ONCE per game ability, and shoot.

Sorry for the rant.
