Lieutenants and deploying in separate transports

So due to a particular list I would like to run, one idea is to have two lieutenants but they must take up one slot on the HQ slots (I want to bring 2 other HQs) however my question is in regards to deploying them within separate transports.

 

The example would be that i have 2 stormraven gunships, both full with vanguard veterans and 1 chaplain each. Is it possible to deploy the lieutenants into these transports at all upon their placement or will they have to deploy by themselves near the stormravens and hop on before the bus leaves the station?

Lieutenants must be set up at the same time.

 

Transports must have their embarked units declared when the transport is set up.

 

You'd therefore have to have both lieutenants in the same transport, or both lieutenants in no transport, because you can't set up two transports and their occupants at the same time.
