Lots of liberal use of Cassandora Yellow and Lamenters Yellow over a White Basecoat with a VERY light drybrush of Auric Armour Gold to get some gold flakes in on there to make them shine/sparkle?

 

Thats how I'd go about it.

Go very very easy on the glazes. I painted a Tzaangor using that method which you can see in my chaos WIP in my signature. I don't think it will come out as you imagine unless you literally use a single coat. Lamenters glaze is a strong colour over white.

 

Edit: remember that with the beacon/glowy things, the light comes within, the deepest recesses. Washes and shades go into the deepest recesses, so you'll actually end up with the reverse of what you're aiming for.

 

It might be easier to paint her armour as normal and have her skin be the light source?
