Not a stupid question at all. It's a little complex in the way they designed the keyword/chapter stuff but can be pretty useful in some situations.

So it mostly applies to a Captain or Watchmaster giving rerolls, at least in this situation. The character giving the rerolls and the unit receiving the bonus must be of the same chapter. You can always choose the chapter of each individual unit in your detachment, but your detachment will need to be made of all units from the same chapter (and what is allowed by specific chapters).

Example:

You can take a DW vanguard detachment: Watchmaster, 2 Reivers, 2 Ven Dreadnaughts and a terminator unit

You can also take an imperial supreme command detachment: 2 inquisitors, 1 librarian and 1 Primaris Captain

The librarian and Captain can be given the DW chapter keyword and still give/receive benefits from aura abilities, but those units will not be able to benefit from chapter tactics (which we dont have yet), carry relics or use DW stratagems. Additionally, they can still be thrown into DW chapter transports (blackstar, drop pod, etc.).

Only those from the Vanguard detachment, because the detachment itself is battleforged with the DW key word/faction, can carry relics and use stratagems. Consequently (and this depends on the wording of other relics and abilities), you can still use the Angelis Beacon on the Watchmaster and teleport the librarian because it is a DW <chapter> unit.

I am thinking more using deathwatch captains in a "normal" marine army as support. Can they buff [chapter=Ultramarines] or [Chapter=dark angels] and not be limited to [chapter=deathwatch]?

No, if you use them as Deathwatch, they only have <Deathwatch> as <Chapter>. You can only have one <Chapter> during play (pretty sure there's no model that has, or ability that gives, more than one)

That's the answer I was looking for, just not the one I wanted :P
